The Ministry of Transport has informed the Municipality that Clark’s Bridge will be completely closed to all traffic from July to August 2017 (dates to be confirmed).

We have taken all comments made by citizens regarding the closure of the bridge under consideration.

Foremost, the works to be realized are within the priorities of the MTQ. Clark’s Bridge is in need of major maintenance and these works are unavoidable in order to ensure the safety of all users.

Rest assured that the priority of the Municipality of Saint-Gabriel-de-Valcartier and Fire Safety Services is the safety of all citizens. In this regard, measures have been taken to ensure the safety of all. A fire truck will be located on the north side of the bridge as a first-line intervention awaiting the arrival of the other trucks from the fire station. Furthermore, approximately 1/3 of our firefighters live in the northern sector of the Municipality (between Clark’s Bridge and the Redmond/5th Avenue intersection) thus ensuring a rapid response in the affected area. The Municipality would like to thank the Fire Safety Services for implementing a plan of intervention specifically adapted to this situation.

We are well aware that for certain citizens, the detour is many kilometers long. We have contacted the authorities from National Defense in order to analyze the possibility of offering a detour route through the forestry station on Murphy Road and in no case do they authorize such a detour on this part of the territory. This decision is easily explained by the number of troops training in this sector of the base using blank ammunition, pyrotechnics and combat vehicles simulating combat conditions. The risk of incident and accident is too great. Another option is a detour of 22 km on unpaved roads requiring signage and escort at a cost of more than $2000 per day. You will understand that this option is also not feasible.

Regarding other forms of monetary compensation from the Municipality for the inconvenience caused by the closure of the bridge, the Law does not allow for public funds to be used for compensation, especially since the work was not initiated by the Municipality but by the MTQ.

The Municipality of Saint-Gabriel-de-Valcartier has received confirmation from the constituency office of the legislative member for the riding of La Peltrie of collaboration in order to ensure that the Ministry of Transport proceeds with the repair works on the bridge as quickly as possible.

The Municipality empathizes with the population for this inconvenience, but is also of the opinion that these works are necessary in order to maintain the security of the infrastructure and the population.
